I hate to say it but that logic doesn't apply to what he's saying.

The "called" part was an error in speech, and he corrected himself with a "but" by saying "trust me he IS." "X" simply believes Zero was made to be the second Bass, which is a weird theory but whatever. He's not making any claim that Zero was ever called Bass 2 in the official story. And even if it was true, it probably wouldn't have happened. There were heavy implications that Wily made Zero, but I don't believe it was ever said outright to begin with.

But I wouldn't bother myself with a theory like that to begin with, either. At the very least I wouldn't just assume it's true like he seems to be doing.
