Hm. It's named like one, but there's nothing magical about it. I never understood how scientist people in that world would classify it as a Pokemon. It acts completely like any other normal fish, it just looks cartoony.
Which seems a bit horrifying when you realize the whole human population is just enslaving all the wildlife and making it battle.
I think they probably operate on the rule that if it can say it's own name and nothing else, yet still strike up a conversation with another creature, it's a Pokemon. Other than that, it was probably luck.

The only classification that seems to make Pokemon different from just animals is the fact that they evolve hyper-rapidly. And that they may or may not be from space.
