They always cross... At least, Ho-Oh was in Silver and Lugia was in Gold, just at different points than in their actual versions.
No they don't. RBY, their mascots were the game's starters. Gold and Silver are a little different. The version mascots are obtained FIRST in those games. In the remakes (HeartGold and SoulSilver), the version mascot is actually added into the storyline. You cannot beat the game until you defeat or capture it. The other is just considered an "extra" I guess. Groudon was in Ruby, and Kyogre was in Sapphire. They are their own version mascots. Emerald has them both. Diamond has Dialga, and Pearl has Palkia. They are their own version mascots. Platinum has them both. They're following the same trend here, sorta. But it confuses me that you get the black one in the WHITE version (only), and vice versa. It should be the other way around.

Dude, it's pretty obvious I was only talking about G and S, REALLY. RB"Y" don't count at all because the covers are not legendaries. And it's well documented I don't know ish after Gold and Silver. But all that doesn't matter because it's my mistake for not writing "Don't they always cross?" instead.
