Umbrella Man is kinda cool there.
Kinda.

In the keep you more-or-less dry sense.

HIs attack should be Umbrella Decent.  When you use it on the ground it shoots upward in the air.  If you use it in the air you will slowly decent allowing you to increase the length of your jump.  Then press 1 again to shoot it upward.

I'd say umbrella shield.
While it's active you've got an umbrella out that can block and return shots like Protoman's shield, and it faces the direction you tap on the controller. Either one would be kinda neat, but Xero's seems a little more useful than what I was thinking.

Reverse Man:  Reverse Flash:  Causes a bright light which has a strange effect.  This effect causes all enemy shots to go in reverse and attack those who fired shots.  Also has similar effect to Centaur Flash

Umbrella Man:  Umbrella Decent:  Fires an umbrella in the air.  If in the air Megaman will use an umbrella to increase the length of his jump.  Fire again to shoot the umbrella in the air.

Tap Man:  Water Slide:  This is a sliding move which causes Mega Man to kick a wave of water at his opponent.  It has better range than Charge Kick

Match Man:  Match Bomb:  Megaman fires a ball of fire which when hits the ground or wall with grow into a big ball of fire and from it will come out small balls of fire that go into the air and stuff.

Plastic Man:  Plastic Bin:  Shoots a small plastic bin.  If it hits an enemy it will recycle it into an item guaranteed.  Even 1-up's and E-tanks but they are very rare. 

Paper Man:  Paper Guard:  4 pieces of paper surround Mega Man and act as a shield.  When fired it will go into the air and come down slowly like Wood Man's leaves.

Pebble Woman:  Rolling Pebble:  Fires a glass ball that rolls along the ground and goes up walls

Glue Man:  Glue shot:  Fires a wad of glue which causes enemies to be unable to move.  Also makes spikes safe to walk on.

I don't mind fan women Robot masters. People have been making them forever, I mean I made one for my MM meme (almost done). But I don't think they should go crazy with it in the games because they'll just be obviously shoe-horning it in.

Female robot masters. Mega Roll would be fun to play. Assuming she has abilities similar to MvC Roll. Vacuum arm? Good to go!

It'd be neat to see more of them in later games, assuming later games are made, but I agree with Mikero; shouldn't be overdone.

I personally can't think of any names for one, although it doesn't really take much effort to come up with one RM. Volt Woman, maybe.

Maybe you should try to make a Megaman game with the robot masters you've created, and and submit great details of the levels and such, including the Wily levels and Wily bots.

I don't mean, "Make" a Megaman game, I mean, do what Xero does and get creative, and show them the Robot Masters you've drawn.

Then submit that post to Capcom and take a deep breath.

Nah, the CONTEST is for WINNING the Press Kit and all those other prizes for free. As in, only three winners, that sort of thing.

The CODES are being given out all the time to active Unity members, but all the code does is take 97% off the $2000 price tag and allow you to buy the Press Kit for $50.

I'm still trying to get a code there from the staff because I'll give it to one of you guys if I get it.
